Talent Capital
Jobs, training and Celeste across the Capital Region

brief.json
Site for Talent Capital, the regional workforce hub for DC, Maryland and Virginia. It’s housed at the Metropolitan Washington Council of Governments. At BuildWithin, I designed and built it from scratch in Framer in three weeks. I shaped the journey so Celeste, its AI career agent, comes first. Training, employers and regional resources come next.

01The brief
Three jurisdictions, one site
Talent Capital started as a regional initiative. It brings together what DC, Maryland and Virginia already offer in jobs, training, coaching and events, without duplicating efforts. It needed a new site to introduce Celeste, its AI career agent. That same site had to speak to job seekers and employers at once.

02Strategy
Celeste first
I arranged the home page so the first thing you do is talk to Celeste. The first section introduces the hub, and the next one invites you to type what you’re looking for. Then come free training, employers, partner programs and who’s behind it. Employers also get their own page, with three steps to hire.

03Visual design
Built in Framer, in motion
I designed and built it directly in Framer, with motion in every section. On desktop, a sidebar of icons stays with you as you navigate. A map of the region places DC, Maryland and Virginia. White and blue give it a clear, public-service tone.

04Result
86,401 visitors since launch
The site launched in September 2025. By October 2026 it had drawn 86,401 visitors (99% new). October 2025 alone brought 53,534 users. In total, there were 109,040 sessions and 137,158 page views. That traffic fed the platform: 5,542 people chatted with Celeste and 2,793 clicked to apply (41% of job views). There are already 20 employers posting jobs. Data from GA4 and the product.
